Before we check on the (Water) Snake, let us take a little glimpse at the history of the Chinese zodiac signs. It is written on Wikipedia:

"One day, Buddha invited all the animals to come to him on the occasion of the New Year festival. However, only 12 animals accepted his invitation. As a reward, he gave them each the supervision of a year in the order of their arrival. The rat appeared first, followed by the buffalo, the tiger, the hare, the dragon, the snake, the horse, the sheep (the goat), the monkey, the rooster, the dog, and the pig came last. The buffalo would actually have arrived first, but the cunning rat rode on its back and jumped down just before it arrived, thus arriving first."

The zodiac has existed for over 2000 years, and the 12 signs were founded in China by the Han dynasty. It is also very widespread in China's neighboring countries.
